「心晴行動慈善基金」 是一個於2004年成立的非牟利慈善團體，由曾患抑鬱焦慮症的林建明小姐與熱心義工共同創立。該組織致力於推廣情緒病知識，減少誤解與歧視，為患者及其家屬提供更多諮詢渠道、資源與幫助。作為一個非政府、非恒常資助機構，其財政開支主要依賴籌款及善長捐助。通過舉辦各類教育活動，提高社會對精神健康的關注，並為受情緒困擾的人士提供資訊、求助途徑、服務或轉介以及面談輔導，促進其康復。此外，該會亦通過不同形式的推廣及宣傳活動籌募善款，以推行教育推廣工作及提供相關服務，維持日常運作。同時，通過試行新項目及研究，探索新的教育及服務項目，以配合時代發展，協助建立更注重心理健康的社會。
