義務工作發展局（AVS）成立於1970年，為非牟利慈善機構，致力推廣義工參與，並提供增值及優質的義工服務。其資金來源包括香港特別行政區政府、香港公益金、香港賽馬會慈善信託基金，以及社會各界的捐款。

AVS已獲社會福利署批准，於2025年7月12日舉辦全港性賣旗日，籌得的款項將用於推廣義工服務。此外，AVS已獲民政及青年局撥款，製作國家安全教育宣傳片，以提升公眾對國家安全的認識。
